The distance penalty had an author

Ceres Reach's three-window settlement bond sat at ninety-one basis points over the reactor-commons benchmark this morning. It did not move when the authorship records opened. The market had already decided what the seal was hiding, weeks before anyone lifted it.

That's the tell. Not the denial. The stillness.

The records, released after a review the Orbital Exchange fought for two windows, confirm what Ceres has said and Renata Costa has denied. The formula that prices freight against distance, the one that shaved nine percent off belt crews' ice payments while exchange prices rose the same nine percent, didn't come from one desk. Costa wrote it. But the drafting log shows the weighting parameters were shaped by desks at three inner polities, the same buyers who now hold the paper that formula made cheaper for them.

Costa called the number physics. "The formula reflects real haul cost, nothing more," she said last week, back when the questions were about conflict of interest and not yet about paper trails. The log doesn't overturn that claim. Haul cost is real. Transfer windows are real. But somebody set the distance coefficient, and the hands on that dial belonged to the parties it enriched. A formula can be honest arithmetic and a leveraged instrument at the same time. This one is both.

Seven of twelve inner buyers have signed revised terms with Clause Six intact, refusing the pass-through. Five are holding out. None have moved since the seal broke. You don't flinch at a document you helped write.

Eleven days remain before the window closes and freight reprices against energy futures. Ceres still needs a bond to bridge a gap it can't pass downstream: a loan against the crime of being far away, drafted in part by the near.

The belt spent the week asking who designed the penalty. The log had the answer the whole time. Turns out the cheapest place to write a distance tax is from inside the address it charges.
