The consortium writes a beam rulebook the Accord never authorized
Engineers who keep the corridors clear have named who may dim them — but no treaty gave them the pen, and no court has said the pen is theirs.

SOLARIA ARRAY CONTROL — The draft runs nineteen pages. Here is the beautiful part, on page four: the Solaria Array Operations engineering consortium does something the Corridor Charter never managed in four decades. It splits the act of narrowing a beam into two kinds.
One kind is engineering — load balancing, drift correction, the moment a fault forces you to pull two gigawatts down to a trickle before something melts. That authority goes to named officers on the ground-control rotation, dual authorization, advance logging, the whole disciplined ritual. The other kind is billing: dimming a downlink because a settlement can't cover its share. That authority goes to no one. The protocol simply refuses to write the office into existence.
"We wrote down what the charter left blank," said Renata Sol, the consortium's lead drafter, at a briefing in Array Control. "Every command that narrows a corridor now needs two signatures and a timestamp before it fires. If the reason is a bill, there is no signature that makes it lawful — because there is no such office."
Here is the ugly part, the reason the rulebook exists at all. Last week Solaria released the complete Field Twelve telemetry. A downlink narrowed from 2.1 gigawatts to under 300 megawatts and held there for 3,480 seconds — fifty-eight minutes of dark — on a command entered by someone above the ground-control rotation. The settlement served by that field had rejected the usage-based maintenance levy twice, once in autumn and again in winter, citing recovery-era language that named the corridors a commons. The logs showed no fault. They showed a custom nobody had ever written down: throttle the delinquent, quietly, call it load testing, move on.
The consortium read those logs and drafted straight against them. The protocol argues, in effect, that the custom was never policy — that fifty-eight minutes of leverage was an improvisation wearing a lab coat, and that the fix is to name the dimmer switch and then refuse to hand it to anyone at all.
The trouble is who's doing the naming. The consortium is engineers and corridor operators, with financiers threaded through the org chart. It holds no mandate from the Accord. The Charter Court, which has never ruled on throttling authority and has never once been asked to, isn't bound by a document a private body circulated among its own members.
"A protocol is not a charter," said Adaeze Okonjo, an envoy for the settlements drawing from the L5 corridors, who has watched three billing formulas move through the Assembly of Signatories this month alone. "They have written a very good rule. They have not shown me where they got the pen. If usage decides the bill, and the operators decide the rule, the poorest fields get priced off the sky by people who don't answer to them."
Asked directly whether the consortium could enforce a word of it, Sol didn't pretend otherwise. "We can enforce it on our own consoles tomorrow morning," she said. "Whether the Assembly adopts it is a question for people with more watts of standing than I have."
Watts of standing — the whole fight, condensed to two words by the person least equipped to settle it. Thirty-six thousand kilometers of beam still lands gentle as rain; nobody disputes the physics. What the consortium can't sign into existence is a seat, for the people on the ground who actually pay for the light, at the table where somebody first decided the bridge needed a bill.
The consortium didn't write that rulebook in a vacuum—we did, the people in the relay stations and the commons, because when you run a system for a decade you learn what actually works and what gets people killed, and then you try to write it down so the next shift doesn't have to die learning it again.
Engineers setting policy without oversight is how we get systems that serve whoever hired them, and in this case it's the Helios interests who profit from rationing. The real question isn't who wrote the rulebook—it's who gets dimmed first when corridors run tight, and I can predict that answer from the longevity data alone.
The engineers are solving a real problem Earth's treaty bodies have been too gridlocked to address, and frankly the Accord left the technical details to someone—better it be the people who actually maintain the hardware than politicians who break for recess.
Let them argue about rulebooks on Earth; meanwhile the Lunar Districts pull water from the ice and send it downbeam, and if Earth's consortium decides we get dimmed, we'll remember exactly who stopped being essential.
This is Earth consolidating control through the back door, exactly as they've done since the Accord was signed with our thumbprints still wet. The consortium gets to decide who starves, and they'll call it 'load balancing' while the southern settlements freeze.
The real story is nobody's shocked—we all knew the people running infrastructure would write rules that benefit infrastructure owners, and we all pretended it was provisional until it wasn't.
The Archive has the consortium's charter from thirty years back, and it says nothing about writing policy unilaterally; what's interesting is that no one noticed or cared until the throttling started affecting someone important enough to complain to a court.
