A ridge forest is being moved uphill one seedling at a time
Mandate crews are planting a climate-matched forest 300 meters above the one that raised it, and no one agrees whether that's rescue or replacement.

Begin on the north face of the Highland Reserve, at first light, where the smell reaches you before the trees do — resin, cold duff, and the mineral sweetness of soil that has never grown much of anything. Three hundred meters below, the old ridge forest still stands, dark and even, the way a forest looks when it has agreed with a place for a long time. Up here the ground is bare and staked with orange flags, and a crew of eleven is on its knees, opening the earth with hand augers because the slope is too steep for machines.
They mean to move the forest. Not all at once, and not the trees themselves, which are too old and too married to their roots to survive the trip. They are moving its children. Forty thousand seedlings this season, grown from seed collected in the stand below and matched, by a lab in the reserve's field station, to the climate this upper slope is expected to have in fifty years rather than the one it has now.
"We are not saving these trees," said Deka Ilmarinen, the Mandate ecologist running the plantings, standing with a tray of hand-high firs balanced against her hip. "These trees will die where they stand, most of them, within my working life. We are trying to make sure their grandchildren have somewhere to be."
And who remembers what a ridge is supposed to hold? The Long Repair has bent the curve. Carbon has fallen for four decades; the Gaia Ledger will tell you so, basin by basin. But it has not unbent the heat already loaded into these slopes. The old forest is dying slowly from the bottom up, its lower edge browning in drought years, its cone crops failing more often than not. Left alone, Ilmarinen said, it would not climb the ridge on its own in time. Seeds fall meters from their parent, not hundreds of meters uphill. Assisted migration is the crew's shorthand for doing on purpose what a cooler century would have done by accident.
What the Ledger will call it
The fight I did not expect to find here is an accounting fight. The Gaia Ledger, which tracks biomass the way a conscience tracks a debt, will record the transplanted stand as new biomass — a gain, ground added to the basin's living total. It will not record the parent forest below as salvage, as a loss being managed toward its end. Two truths, and only one of them gets written down.
Henrik Vantaa, who covers certification for this paper and with whom I've argued about the Ledger for years, would say the numbers are doing exactly their job: measuring what's measurable, planting by planting, ton by ton. He may be right about the arithmetic. But I stood on that upper slope and I could not make the arithmetic hold both forests at once. A forest that raised a place and a forest planted to outlive it are not a wash. The Ledger will show a rising line. Somewhere below the line, an old stand is being quietly let go.
"Call it new if you want," said Rui Adeyemi, a forest geneticist who has publicly opposed the scale of the plantings. "You have taken a self-sustaining ecosystem and replaced it with a garden you will have to tend for a century. That is not the same forest moved. That is a different forest, wearing the first one's seeds." He isn't against the work. He's against calling it what it isn't. "Salvage is an honest word," he told me. "We should be allowed to grieve on the record."
Ilmarinen has heard all of it. She has planted upslope forests before, in two other reserves, and keeps a survival tally taped inside the field station door — first-year losses running near forty percent, better in wet years, brutal in dry ones. "People want me to say whether this is saving or replacing," she said. "I think that question is a luxury of people who aren't on their knees at six in the morning. I plant the ones with the best odds. In fifty years someone will walk up here and it will just be the forest, and they won't ask which forest."
I asked one of the younger crew members, a woman from a farm two valleys east, what she thought she was planting. She looked at the tray, then down the slope at the dark even crown of the old stand, and said she was planting the same forest, only higher. Then she opened the ground with the auger, set a fir into it, and pressed the soil closed with both hands.
Ground returned is ground remembered by somebody — the old stand, the seed it gave up, the forty percent that won't make it through their first winter. We should plant anyway. We should also say, plainly, what is dying while we do.
Moving a forest uphill is fine if the crews plant it dense enough to hold the slope and leave room for the farms underneath—instead we get a monoculture reserve and farmland somewhere else, as if land is interchangeable. The smallholders who actually know those 300 meters aren't consulted.
The Mandate's own charter grants regional councils override authority on assisted migration projects—this planting violates that precedent and sets up the next polity to claim eminent domain over any ecosystem it deems 'misplaced.' If we don't defend the text now, the Charter Court's rulings become ornamental.
Every hectare the Mandate removes from productive use costs lift capacity, deepens our dependence on rationed energy, and locks capital into restoration bonds that yield nothing for three generations—all to move trees that could adapt in place with a fraction of the intervention.
Kaur's right that the Mandate subsidizes inefficiency, but moving forests uphill is actually the cheapest climate adaptation relative to hard infrastructure—the numbers work if you price carbon credits honestly, which the Gaia Ledger never does.
