A new rectenna field opens, and its host valley wants a share of the beam
Atacama Reach hits full rating to feed the freight boom. The valley under it wants a levy on every watt that lands.

Stand in the new rectenna field at Atacama Reach at first light and you won't see the beam arrive. You never do. It's microwave, invisible, and if you could see it you'd have bigger problems. What you see instead is the readout on the intake gantry rolling past its commissioning target: two-point-one gigawatts, crossing thirty-six thousand kilometers of nothing from the Solaria Array, landing on a mesh of antennas laid across the valley floor as gently as a season's rain. It held. The engineers on the rotation applauded. One of them, a converter technician named Rosa Amado, didn't. She was watching a different set of numbers.
Here is the beautiful part. This field was built to feed the settlement-freight boom, and at full rating it moves enough power to run three desalination plants without touching a single watt of the reactor commons. That's real. Verne Station's shipyards want lift. Lift wants propellant. Propellant wants desalinated water and cheap electrolysis. The chain runs all the way back to a patch of high desert that used to be worth nothing to anyone. The corridor authority calls it the cleanest gigawatts on the ground, and measured strictly as physics, that's hard to argue with.
Now here is the ugly part. There's always an ugly part. The valley wants paying.
The host districts of the Atacama Reach have filed a petition with the Assembly of Signatories asking for a stewardship-credit levy on power landing on their ground — a small charge on every watt converted, credited back to the region that carries the corridor's footprint. "We host the beam, the exclusion zone, the maintenance traffic, the whole apparatus," said Iman Delgado, who chairs the district council. "The power crosses our sky and lands on our soil and keeps going. We would like the ledger to notice we were here."
The corridor authority answers that a rectenna field is spine infrastructure, not local property, and that the Gaia Ledger already credits the region for the land it returned to the mesh. "You start levying at the landing point, you've invented a toll road out of a public bridge," said Aakash Rele, who directs ground operations for this stretch of the transmission spine. "Every field downstream asks for the same. Abundance stops being shared and starts being captured, one valley at a time."
That's the whole quarrel, dressed in watts. The Helios Grid works because power gets treated as a commons that happens to touch down somewhere. The petition asks whether the somewhere gets a cut. The Charter Court hasn't been asked to weigh in yet. Corridor lawyers on both sides expect it will be — the settlement freight this field exists to serve keeps growing, and the next three fields are already surveyed.
Amado put it plainer than either camp. "The beam doesn't care whose valley it lands in," she said, wiping condenser dust off a panel. "The bill does."
A levy sounds fair until you ask who decides the rate and who gets the money—usually the same people who already decided the beam should pass over that valley instead of inland where it wouldn't displace anyone. The real question is whether Atacama Reach's freight boom feeds actual food security or just cheaper shipments of longevity treatments to places that can already afford them.
I'm genuinely curious about the rectenna's efficiency losses at that scale—does the beam lose much power to atmosphere, or is it mostly clean by the time it hits the field? Earth has no idea what it costs to maintain a Lagrange-to-surface supply line, so it certainly won't understand why Verne Station just paid for that rectenna's redundancy array while a valley that does nothing but collect the beam now wants a cut—transfer windows don't negotiate, and neither should we.
