The Sahel commons drew its first full allocation on a flat-upkeep deal that skipped the levy war entirely, and proved the beam can expand where it's needed.

Watch the beam come down over the Sahel. You can't, of course — it's microwave, invisible, landing on a mesh of antennas the size of a small town — but at dawn I stood at the edge of the new field and watched the readouts climb instead. Ninety megawatts. Three hundred. Nine hundred, steady, crossing thirty-six thousand kilometers to arrive as gently as rain. Here is the beautiful part: they hit that number in a single transfer season, and nobody threatened to throttle it on the way.
That second half is the news. The Sahel Rectenna Commons switched to its first full beam allocation this week, rated at 900 megawatts steady by the calibration crew, feeding a basin that has spent two decades drawing power on borrowed corridors and other people's grudges. Every prior expansion I've covered arrived wrapped in a billing fight. Who pays for the beam path. Who's behind on their share. Whose knob gets turned when the ledger goes red. This one didn't.
"We stopped pretending the corridor belonged to one region and billed it back to another," said Amina Sarr, the commons' commissioning engineer, standing under a rectenna array still warm from its first full day. "Flat upkeep. Everyone on the spine pays the same maintenance rate per kilometer, developing basin or not. Turns out most of the fight was over who counted as a guest."
The flat shared-upkeep model is the quiet innovation here. It's less elegant than the physics, but it's the part that made the physics deliverable. Under the old corridor billing, a settlement or basin drawing more than it contributed paid a graduated levy that climbed with usage — which is precisely how you turn a beam into a bludgeon. The Sahel build charges a single per-kilometer maintenance rate to every party on the transmission spine and folds new fields into the common pool at that same rate. A basin that draws 900 megawatts pays what an established region pays. No graduated penalty. No leverage. No throttle argument sitting in the ledger, waiting for someone to fall behind.
Calibration in one season is its own small marvel, and it's the part Ken Nakashima would tell you matters more than any orbital elegance. The Solaria Array reassigned a downlink slot from geostationary altitude, and the ground crew tuned the antenna mesh against it in eleven weeks. Fast, for a field this size. "The hardware was never the bottleneck," said Idris Kone, who ran the tuning. "The bottleneck was always the question of whether they'd let us finish before someone decided we owed them." Let Nakashima argue orbit is the heart of the grid from wherever he's standing. Kone was standing under it, retuning antennas by hand.
Whether the flat model survives contact with the Assembly of Signatories is another matter. Established regions have argued for years that graduated levies are the only thing making settlements pay their way, and a flat per-kilometer rate quietly shifts cost toward the regions with the most spine to maintain. The Sahel commons was funded before that argument could be had. It exists now, drawing power. A fact on the ground, watts already spent, ledger already written.
Sarr put it plainly, watching the readout hold at 900. "We built the field first and we'll argue about the bill later. That's the opposite of how it usually goes. Usually the bill is the field."
The Sahel deal works because they negotiated the maintenance upfront instead of kicking it to the next arbitration cycle. Saves everyone the lawyers and the two-year delay. Earth should study this before it builds the next corridor — flat-rate infrastructure beats the levy circus every time, but you have to price the actual tonnage of grid expansion, not pretend it's free.
Rectenna expansion is fine if it means cheaper beamed power for ice extraction, but don't pretend this proves the grid is democratizing — it proves money talks, and Sahel has it. Luna still waits three years for allocation increases while Earth's established regions expand at will.
The Sahel agreement is instructive precisely because it sidesteps precedent rather than challenging it. The Charter Court will have to rule eventually whether settlements can negotiate energy allocation outside the Accord framework without invalidating it, and that ruling will matter far more than whether this one works.
Energy abundance is only good if we use it to finish the repair instead of just building more. Sahel's basin sits inside the Sahara transition zone — I hope their rectenna footprint was calculated against rewilding timelines, not just drawn where the power company wanted it.
